AFP IPSP SEMINAR |

CAMP O’DONNEL, CAPAS, Tarlac – Twenty six officer instructors from the different schools and training units of the Training and Doctrine Command (TRADOC) here underwent Armed Forces of the Philippines Internal Peace and Security Plan (AFP IPSP) Trainers’ Training on March 30-31, 2011. This is in line with the Philippine Army’s directive to include IPSP in the Program of Instruction of all career courses and trainings of the Command. The two-day training focused on the AFP IPSP where Maj. Gen. Emmanuel T. Baustista of AFP Headquarters explained that through combat and non-combat initiatives, the AFP shall support the appropriate civil authorities in exercising their mandates to ensure the safety and well-being of the people. He said IPSP’s first approach is to “win the peace” by not merely defeating armed threat groups but a need of multi-stakeholder participation to attain lasting peace and security. With this, the Civil Military Operations (CMO) thrust was expounded and given emphasis by Philippine Military Academy superintendent Maj. Gen. Nonato Alfredo T. Peralta, He said CMO plays crucial role in the success of IPSP. Likewise, AFP Human Rights Office chief Col. Domingo J. Tutaan Jr. was represented by two of his officers as resource speakers who talked comprehensively on human rights (HR). He said it is the second approach that puts people’s welfare at the center of military operations. Under the IPSP, it is imperative that AFP units strictly adhere to the principles, concepts, provisions and spirit of HR, International Humanitarian Law and the Rule of Law. The AFP chain of command will ensure that these principles are not only followed but also internalized by all military personnel in terms of doctrine, tactics, techniques, procedures and operations. Instructor participants were from the Combat Arms School, Combat Support School, Combat Service Support School, Officer Candidate School, Army Command & Staff School, The Army School, and The Intelligence School. They were joined by their counterparts from the Land Welfare Center, Training Development Center, Doctrine Center, the Command’s CMO office and five Army Training Groups based in the different areas of the country. Said instructors are expected to re-echo what they have learned from the training to their students to build common understanding and generate support and cooperation from all military personnel and students for the success of IPSP. |
